Referee Code of Conduct
Expected standards of behaviour and professionalism for all match officials officiating in the league.
Our Commitment
Referees are central to the safe and fair running of the league. This Code of Conduct sets out the standards we expect of all match officials affiliated to the Gloucester County Girls Football League, both on and off the pitch.
By registering as a referee with the league, you agree to uphold this Code of Conduct at all times.
Standards of Behaviour
Officiate matches fairly, impartially and to the best of your ability
Respect the Laws of the Game and apply them consistently
Treat all players, managers, coaches, spectators and fellow officials with respect at all times
Never use abusive, offensive or discriminatory language
Remain calm and composed under pressure — set the standard for conduct on the pitch
Be punctual and arrive at matches in good time to complete all pre-match preparations
Present a professional appearance, wearing the correct kit and equipment
Be prepared — both physically and mentally — for each fixture
Safeguarding & Integrity
Hold a valid FA DBS check and keep safeguarding training up to date
Never place yourself in a situation where you are alone with a child or young person
Report any safeguarding concerns to the Club Welfare Officer or league immediately
Do not accept gifts, favours or payments from clubs outside of the league's official fee structure
Declare any conflict of interest (e.g. a family member plays for a club) before being assigned to a fixture
Maintain strict confidentiality about match incidents, reports and personal data
Fixture Assignments
Only accept fixtures you are genuinely available and eligible to officiate
Inform the Referee Secretary as early as possible if you are no longer available for an assigned fixture
Do not withdraw from a fixture without a valid reason and adequate notice
Cooperate with the league's fixture assignment and availability systems
Zero Tolerance
The following behaviours will not be tolerated under any circumstances:
Any form of discrimination, harassment or abuse
Biased or partisan officiating
Falsifying match reports or incidents
Accepting assignments beyond your age-group eligibility as a youth referee
Consuming alcohol before or during a fixture
Coaching or managing a team while officiating a fixture involving that team
Breaches of the Code
Breaches of this Code of Conduct will be reported to the league and may result in disciplinary action, including suspension from officiating, removal from the referee register, or referral to Gloucestershire FA.
